Why doesn't every home have an acceptable volume level for speech?

Because most people wouldn't want that, and would find such a feature annoying as all hell?

If you want it for your own home it's likely not that difficult to set up on a technical level, but I suspect it might not go down too well with any visitors.

And honestly, it seems better that kids hear it from other people, rather than machines. Because kids need to learn to respect other people's boundaries in a shared space. A lot of parenting is actually you modeling asserting your own needs so they know they can do the same.

I'm not sure that the solution for loud talking is more loud talking.

I mean when our washing machine goes into its death spin cycle, we don't stop talking.

Instead we up the volume or move away and enjoy the benefits of the inverse square law at 6db per doubling of distance.

If you were to actually develop such a system, instead of using an alarm, you might consider simply playing the speaker's voice back with a slight delay. It is a surprisingly disorienting effect - most people cannot continue talking through it.

You should go to youtube and watch how planet fitness ensures people do not train to loud. Then you understand why noone wants that at home.
