"terrorist" usually means an act done in furtherance of a social goal; people killed for a cause.

Hard to articulate a cause for many of the school shootings. Of course, sometime the perpetrators do articulate causes but no one pays much attention to that unless it happens to serve the agenda they're currently promoting.

I just made this up. But, if you call it terrorist then it may distract from the fact this is an endemic, at-home problem to be grappled with rather than some “terrorist organization”.

There is state terror against individuals or groups state considers enemies and terror attacks against state or its people by groups or individuals view a state as an enemy. School attacks(not sponsored by above) are usually psychotic dissaffected individuals acting out on the school they were a student of or related to somehow with little social motive but hate, resentment, or response to being outcasts. So while terrifying they do not represent political cause for against the state. Terrorism is about war and power. School shooters are about powerlessness and sickness.
