Short of having benchmarks and standardized sysctl and web server tuning specific to your platform and network I would say generally but not always the latest as it will receive the most recent improvements. With improvements and bug fixes will also be a risk of new bugs. This answer is specific to your question but not my preferred answer.

My preferred answer would be the latest of the LTS series as you will have fairly recent improvements in network and storage performance with the least new and exciting bugs. Any time one is pushing Linux/Hardware to the limits they may be one of a small group of people to discover a new behavior. LTS kernels will have a bigger community of people and higher odds that others are doing the same thing and would have already experienced and submitted related bugs.

In summary, short of benchmarks that match your specific cases the answer depends on your risk tolerance.

I'd say, without a doubt, 5.19 is the best.
