What Search Engine API Allows Customization?

Would like to build a custom search engine for public use (e.g., limited to certain sites and/or rearranged order, and or filtered to remove heavily SEO'd sites). I understand Google does not allow reordering of results or even filtering of results. Are there any search engines that allow this ? Thank you.
