So I wonder, what is the catch?
Why could I not use this as a really nice video server for example? Sounds too good to be true compared to major cloud hosts.
Keep in mind that 0.20€/hour corresponds to around 4.8€/day and over 140€/month.
While IONOS offers AMD Ryzen 5 3600 with 32GB RAM for over 140€/month, Hetzner offers the same processor with 64GB of RAM for around 41€/month.

The only caveat is that IONOS offering advertises 24TB of local data storage.
That said I'm actually quite impressed with IONOS prices for an hexacore ryzen is pretty good. 32GB of RAM is also good (for that price, in the US) with either 2 1TB drives (RAID1, they count it as 1TB which is great) or 2 ~480GB SSD/NVMe drives.
Their offering is pretty impressive!
You may also like Leaseweb which has lots of data centers:

Ionos actually has better prices than leaseweb given the configuration, but always good to know some competitors.
