I would tag 1 + 3. The state has obligations to provide infrastructure and legislative boundaries but should otherwise not interfere with the content of education. In my country teachers actually are obligated to be neutral and are not allowed to advertise a specific party for example. This overall has a price and I think a regular review of these rules is useful. But the spirit of the law (sometimes more important than the letter of the law in my country) is still sensible in my opinion.

All these choices have an influence in one way or another of course.

Parents, or some identifiable, meat based individual person who is effectively the child's parent. In the absence of anyone else, a child is responsible for themselves (some people are forced to grow up fast).

Distributed responsibility / committee oversight has too many failure modes to be used as in a function socially vital as child rearing.
