How is it possible the GitHub search is so broken?

well I don't know, since I don't know in which way you think it is broken, although in my experience often management breaks search solutions because they want exact matches and they end up giving you what you could get with an SQL Like query, instead of making use of the many possibilities that a searchable index offers you.
