Why is one unable to download CA 540 booklet?

For some reason one can't download the California 540 booklet directly from ftb.ca.gov. One ends up at:

One has to give them an email and then they mail the pdf to one. WTF??? I can't fathom why they would want to do this. This is a total waste of space. Why clog email systems with a big PDF. Why do they need one's email in order to receive the instructions for form 540? Something smells funny.
