Why does web version of Google Play look like it’s stuck in 2013?

Looks pretty simple and straight forward. What's the problem with it being "stuck in 2013" from a looks perspective?

No one uses it so why spend time and money refreshing it?

Early 2010s web design was better than what we have now.
