Is This a Phishing Site?

These guys run ads in FB marketplace and offer crazy low prices on things.

I assume this is a phishing site and that PayPal popup is not PayPal.

Facebook is filled with these kinds of sites and products and I’m curious why they don’t do more to protect consumers.
