How is it possible that one data recovery software is better than other?

There are many different types of recovery software in the world, and they seem to be able to recover different amount of data from hard disks. But when data is overwritten physically on disk, how is it possible some data recovery software can still recover data? Why are some of them better at recovering data than others?
