How to create a proxy to a blocked site?

Today Russia has blocked access to sites such as the BBC which are reporting on the true situation in Ukraine.

I would like to create a service which will allow people in Russia to access global news for a wide opinion on the situation.

The implementation must allow the accessing of domain which would fetch the blocked sites. This must work for non technical users without a VPN or Tor browser.
