Is it possible to cut off Russia from the rest of the Internet?

Also asked here [1] In summary it can be done but I would not want that to happen. I want the Russian people to see what their leader is doing to them.

Do we want to? The Chinese Communist Party rigorously controls Internet access in China, fearing that unfettered access would undermine its control. I want Russians to see the destruction their country is wreaking in Ukraine and the suffering of Ukrainians and Russian soldiers.
