Could Russia be “unplugged” from the internet?


I'm asking out of technical curiosity.

We have seen lately the idea of excluding Russia from the SWIFT financial network. Would it be possible to do such thing with internet? Like stop routing Russian IPs? (If there is such thing?). Or how could it be implemented? What would be consequences for Russia? And for the rest of the world?

Disconnecting your adversary will give you at least two disadvantages: will push them to improve their own tech, and won't allow you to easily spy on them (which includes sending propaganda). Instead you should make them more dependant on your tech.

Russia has been preparing for some time to be able to disconnect from outside Russia and continue to have internet working within Russia, only with Russian sites.
