There would be incentives to feel secure, so military budgets would swell, and companies would be able to sell all kinds of defense systems. But we would be looking closer and not farther, especially not as far as Mars.
With the climate crisis I think we will end up losing space entirely. We will have so many urgent problems that we will stop looking for long-term solutions. It will be all short-term local solutions, every man for himself. It already is, most people are still or already disenfranchised, the rest no longer plants trees in whose shade they shall never sit. In a few decades we will be licking the boots of some war lord or another. Disenfranchisement and instability creates power vacuums.
