What is a decent tool for patch review

We use Mercurial and Mercurial Patch Queue and our review process currently is to either look at the patch or apply it, check the changes and provide the review feedback (obviously everyone has different formatting and style) directly on the JIRA issue. I want to improve it, what is a decent tool to do this that supports Mercurial.

I setup, Phabricator and it’s pretty cool, but now it is not maintained and the CLI tool Arcanist is a bit of a pain. I am checking out ReviewBoard. What else is out there?
