For docs you can host a web server such as nginx or Microsoft IIS. For instance I stashed a copy of the Python docs on my laptop so I could access them on the go.You have to make peace with build issues. There are systems like maven, pypi, npm, etc. that are endemic. They do a lot of downloading so you need to plan around that.
