How does this dimmer app works in Windows 10?

Question

Windows makes my laptop screen too bright despite being at 0 in the brightness settings.So to solve this problem I found this app called Dimmer which is able to go below the 0 : https://www.nelsonpires.com/software/dimmerI'm curious to know if this app is replaceable with a terminal command and if so what is that command?

I imagine you could do it with colour profiles (it's long what I wanted to try out on my Linux desktop, but never found the time).Basically, I have no idea how it's doing it, but I'd try colour profiles myself :)
