How does one register a new “Well-known URI” with the IANA?

With an increase in fraud around fake quotes and invoices, I'd like to create a new ".well-known/" URI. Scammers submit invoices to accounts payable departments and swap out the bank payment details with their own.

I would like to create a new "well-known URI" for bank details. Example https://example.com/.well-known/bank-details.txt which would return the accounts receivable details for an organisation.

My question again is: How does one register a new "Well-known URI" with the IANA?
