What's the best/cheapest online/accredited CS degree I could get?

I've been studying on my own for a few months now for a potential career switch. Things are going well, but because I am already studying full time, might as well get a degree in the end. My requirements: it has to be online and open to anyone from anywhere (have a 3rd world country passport and live between France and my home country), and has to be recognized by north America and EU. Possibility to get a scholarship is a plus.
