It's primarily an institutional market -- you need to talk to people at buy-side firms such as PIMCO, BlackRock, Fidelity, and Vanguard and on the sell-side at investment banks.
As an individual investor I have sometimes owned preferred stocks, which are bond-like. For actual bonds I own ETFs, open-end funds, and closed-end funds.
