Why does Wikipedia block VPNs?

When I try to edit a Wikipedia article while on a VPN (ex: ProtonVPN) or even a VPS server (ex: DigitalOcean droplet), it says "Editing is blocked due to proxy/VPN."

I understand that many spammers must use VPNs, but what about legitimate uses of VPN services? Seeing all the edits that have come from a single IP address can be quite privacy invasive.
