Can I reach out to VCs at a early stage just to get their take?
I'm doing a startup that is in a very early stage and in a niche sector. I think that VCs in this niche could potentially be interested in meeting me, and I would also benefit a lot just by running what I'm doing by them - I have general VCs reach out to me all the time because they somehow gathered that I'm doing a startup, but no one in my niche. Is it worth reaching out to the niche VCs even if I'm not ready to raise funds? Or would they not want to meet me if that is the case?

I can't imagine a less useful source of business advice than VCs. The only thing they can advise you on is raising money from their own firm.
If you have time to talk to people and get advice, talk to customers, not VCs.
