What are some US universities with lesser-known, but great CS programs?

I have a friend who's looking to study CS but is intimidated by the competitiveness of admissions at the name brand schools (Stanford, MIT, etc).What are some schools that have a great CS program that aren't name-brand?

Would public universities like Georgia Tech or Virginia Tech fit into this?I mention these schools because if your friend is looking to study out-of-state anyway, a non-resident may have an advantage in the application process. All things equal, an out-of-state student will bring in more tuition dollars than an in-state resident, and high-end universities like GT, VT don&rsquo;t like turning away money.
