It sounds[1] like there are distribution issues for the existing oxygen supplies that regions of India produce.
Perhaps additional distribution capacity and redundancy could get more of those supplies to where they are needed, particularly for regions that cannot produce enough of their own.
Given that the cryogenic tanks used for distribution (as described in the article) can take months to construct, this could imply that help from neighbouring countries and regions will be important. Perhaps this becomes an awareness-raising, social communication, and co-ordination task.
