As funny as that site is, it presents a rather off-putting experience for "normal" users who might not even know what "TOS" means and don't know why they should care about privacy in the first place.

It's like sending Stallman into a random office to tell the employees there about Free Software. Good intentions, not very effective.

Aside from the fact that you're basically killing all traffic to your website if you redirect the majority of users to some other site.

I think a cookie banner-like popup at the bottom or top of the page would do the job better. Just be annoying and tell users how they can get rid of it. Of course if only one website does that the effect won't be noticeable either.
