Is there a place to build peoples’ open source ideas?

Is there some type of forum, discord, or slack where people post there ideas/needs for OSS projects, but don’t have the time or resources to build?

My dream in my spare time is just to work on OSS and sometimes I struggle to find projects that I want to contribute to and would rather start. I can’t seem to find any places outside of “bounty” type websites

I could use some help if you're interested in implementing an ad-hoc data format codec in different languages.

https://concise-encoding.org is nearing release, but building the reference implementation (https://github.com/kstenerud/go-concise-encoding) has taken so much of my spare time that I couldn't even think about other languages (especially since I'll need to focus on the schema format next, and the proto-RPC protocol after that).

This wiki page documents various ideas the Debian community has had over the years:

Go to Open Collective which lists open source projects that companies care about that they contribute money to support the project (things like CI/CD or schwag). Then you know it’s a project with companies interested in it.
