YouTube does not understand how its algorithm works? Is this true?

Apparently, the algorithm YouTube uses to determine what videos to show/recommend is a "black box" algorithm that even people who work at YouTube don't understand. This seems to be an increasingly common trend. Are we really reaching the point where we don't understand or know what our algorithms are doing?
