Global networking without vendor lock-in or MITM?

Question

Is there any service that enables organizations to build a global network stack using anycast and similar "smart" routing paradigms, but without locking them into specific ecosystems (e.g. AWS, Azure) or forcing them to let the network provider decrypt all the data being transmitted over the network (e.g. Cloudflare, Fastly)?
