Any technology tools to use to promote justice in the “justice” system?

I have had some issues with police and court practices over the past six months, due to people in power being incompetent or corrupt. I am hoping there are some technologies or sites that can help prevent or minimize future issues (for lack of a better term).

For example, I filed a complaint against a trooper that found him in violation of some policies/regulations. The complaint findings said he was counseled on the correct actions to take. It also stated that the lie he told the court was just "a misunderstanding" without any explanation or justification for that determination. Makes me think the investigator (another trooper) was covering for him.

The trooper never took the corrective actions he was counseled on in the first complaint. So I filed a second complaint (it included other things he did after the first complaint too, like mishandling evidence). I found out that complaint was closed without any investigation or reasoning. They didn't even notify me of the result like they are required to. This reeks of corruption to me.

I already know about TheRobbingRoom.com for reviews of judges (yes, we had a terrible magistrate too). Is there anything like this for police?

Are there any sites to connect people to lawyers willing to take pro bono civil rights cases? I had contacted one lawyer who said some of the infractions were civil rights violations, but that the courts basically don't care unless you suffered significant financial harm. This doesn't sound right to me.

Maybe there's a site that can make progress from the legislative side?
