What's the easiest non-crypto way to pay people in mass online?


Here are the properties I'm looking for:

- be able to transfer <$5 to lots of thousands of people

- get minimally intrusive information from users

- high user likelihood they can already accept it

I'm looking for something similar, but for amounts around $1-2.

What restrictions can you tolerate? For example, US-only, or EU-only, or require people to sign up for bank accounts.

I can't imagine PayPal will be happy with a new account doing several thousand outgoing transactions, for one thing.
