Did FAAMG promote diversity because they wanted to hire cheap engineers

from other countries like India?

I have no knowledge/awarness of political dynamics and stuff in US/FAAMG, but it sounded soundy

how is it in reality?

The diversity pushes since last year of focused on historically underrepresented minorities in technical fields. Specifically these would be (in the USA) black and hispanic employees. Paying these employees less generally would be a very short-sided move, because if it could be shown that they did so systematically they'd be open to class-action lawsuits and lots of bad publicity.

If you are talking about H1-B based diversity, at least at the moment, these hires typically come with a big price rather than a discount.

If big tech was looking for cheaper labor, then they would use on-shore/off-shore contractors or just off-shore contractors, but I don't think that would count towards any kind of diversity metric.
