Could quantum computing be used against the masses?

Are you asking _how_, or is it assumed that quantum algorithms have the highest benefit-cost when targeting, for example, the n highest cryptocurrency wallets? If there’s no attack vector that can be parallelized across numbers of humans, are you more interested in efforts to depress quantum development because the elites feel targeted?
