How are you looking for remote work?
Do you post a resume and wait until you are offered a vacancy or do you browse vacancies and send your resume yourself?
I just replied to a vanilla job posting, no mention of remote work, and waited for them to call me back. When they did, I said I wanted remote only and they agreed. So yeah, just ask.
I think most serious jobseekers would likely utilize both of those methodologies
