Why doesn't the U.S. gov't just shut down Wikileaks.org?

If it's such a threat to nat'l security, why don't they just shut it down like they do for all the piracy sites?

I was reading https://greenwald.substack.com/p/a-long-forgotten-cia-document-from which prompted this thought

>To the list of the enemies threatening the security of the United States, the Pentagon has added WikiLeaks.org, a tiny online source of information and documents that governments and corporations around the world would prefer to keep secret.

In my opinion, some things to consider are the possibility that the government runs wikileaks, so they have some control over how data is leaked or what is allowed to leak. Another more likely possibility is that they prefer to allow it to run so they know where to watch for leaks and may react to them. If hundreds of different leak sites popped up, it would be harder to monitor. Trying to shut them down would be a never-ending game of whack-a-mole. (no pun intended)
