Tool to download scientific journal archives?

Given organisational or personal access to a scientific journal (e.g. IEEE publications, Physical Review Letters, Proceedings of Symposia in Applied Mathematics, etc.), I assume it is legal to download all available papers that we have access to, for our own personal reference.

Are there tools available to download the archives of any scientific journals? i.e. a tool which could download every issue available?
