Why does Google Home require web tracking to function?
I recently disabled "Web and App Activity" tracking on my google account, but this effectively bricks Google Home. If you ask it something like "what is the weather?" it will give an error saying you need to enable web tracking. Meanwhile, I can go to google.com in incognito mode and it will tell me the local weather just fine.

Revenue.
They sell your data from their tracking for profit.
If you turn off the tracking -- they have reduced profits.
Therefore they punish you for turning it off by not giving you the service you requested.
