I'm wondering if this is a trend, if it's happening to other people, if it's related to COVID and what impact it might have on others. It seems like a new thing from my perspective.

So? Proper usage of a credit card says you never carry a balance over a statement cycle therefore whatever the magical setting of the "credit limit" happens to be is immaterial unless the new limit is so low you can not purchase anything without going over that limit.
